Housing is a multidimensional social phenomenon, the study and analysis of which are addressed by several disciplines in the field of social sciences and humanities. We can look at housing as a full-fledged social act, just as we can look at it as a public policy. As a social verb, housing expresses a "natural" human need for housing, shelter and shelter in the words of Ibn Khaldun; It also expresses the encounter between different mountains [Habitus] (Mountain of the Dweller/Mountain of the Designer), where housing is a multidimensional social phenomenon, addressed by the study and analysis of several disciplines in the field of social sciences and humanities. We can look at housing as a full-fledged social act, just as we can look at it as a public policy. As a social verb, housing expresses a "natural" human need for housing, shelter and shelter in the words of Ibn Khaldun; It also expresses the encounter between different mountains [Habitus] (the mountain of the dweller/the mountain of the designer), where such an encounter presupposes the existence of a language for dialogue between the dweller and the dweller (Sayad, 1980). Housing likewise expresses a commodity in the market of supply and demand, it is produced, circulated and exchanged in various formats (legitimate and illegitimate)… As a general policy, the state intervenes through constructive and distributive planning (housing and rehousing). In this regard, housing expresses a crisis in the concept of chronic supply-demand mismatch; It thus becomes a popular demand, the expression of a citizenship right requiring political commitment from the state.
From this perspective, the problematic that we intend to raise for discussion brings us to more social actors, meeting as their positions, discourses and perceptions about both variables differ, where housing becomes a subject of conflict, an engine of social change and accelerator of social dynamics. The problems that Algeria has known since independence, and despite attempts to solve and overcome them by the public authorities, in fact still constitute the greatest obsession for the Algerian citizen.
Studies on the housing problem have multiplied, diversified in terms of disciplines and entries, and most of them have gathered that the housing crisis in Algeria is related to the nature of the policy adopted for its solution (Samoud, 2002). Despite the plans adopted since the beginning of the emergence of the problem at the end of the 1970s, the deterioration and consequences of the situation of the residential barn achieved in the colonial period, which still represents a considerable proportion of the total volume of the residential container in Algeria, especially in the large and aging cities, is increasing. 80 years, aggravated the situation.
Can the subject be approached from its socio-historical dimension from the point of view of asking about the relationships that bring together - or differentiate - between colonial concentration camps, socialist villages and collective housing (specifically social)? Is it a join expression or a cut expression? Housing and housing, on the other hand, raises the question of the social bond that raises the question of modernity and tradition in Algerian society, where the production of housing is subject to technical criteria (architecture, urban planning, urban management...), (Anthropology, Sociology, Psychology…). Acquiring housing in Algeria today represents a major and shared bet for all Algerians, and it is possible, based on the formula or the way in which it is done, to explore the relationship between and social variation and spatial fragmentation, or how social strata are distributed over the space of the city? Who controls that squirrel? Is there a policy of social mixing through which the disparities between social strata are reduced (approximated)? How does the mixing of formulas and patterns of dwellings (collective/individual) affect neighbourhood, mixing and forms of human sociality?
In the light of these data, we try to put forward for discussion and reflection themes that reveal to us the relationships and interdependencies between housing and rehousing as public policies and the act of housing as a social practice. From here we try to discuss this topic with experts and interested in this topic that studied from different angles and approaches, but they intersect, integrate and meet when studying lifestyles and housing practices, and own the fields (physical / social) in the Algerian city (cities).

Biography
Yahia Benyamina is a permanent researcher at the Centre for Research in Social and Cultural Anthropology (CRASC) in Oran, Algeria. He holds a PhD in Political Sociology from the University of Oran 2 and holds the rank of Research Professor A. He is affiliated with the Research Division of Socio-Anthropology of History and Memory at CRASC.
